Statement on potential library closures: Considering the needs of communities and volunteers

In light of the recent discourse over possible library closures, We’re hearing the concerns of local communities and are committed to advancing the values of fair volunteering. Local libraries are a valuable community asset that should be supported but not sustained by the efforts of volunteers alone.

The public consultation on the future of public libraries in Perth and Kinross has ended. As the Third Sector Interface for Perth and Kinross, it is our hope that the residents’ submissions, the petitions that have been gathered, and the protests of local communities will be given full consideration.  

Our libraries have played a pivotal role in supporting communities through the cost-of-living crisis, not least of all by providing warm and safe spaces. They are a focal point for many smaller communities and would be sorely missed if they were to close.  

The different options being considered for delivering library services have lacked clarity, with mention of elements such as self-service, closures, reduced hours and community delivery potentially forming the model for local services. We assert that whatever is decided, it should be led by the needs and demand of the community.  

One thing needs to be made very clear to the decision makers when deciding how services are to be delivered: volunteering must never replace jobs. TSI (Perth & Kinross) launched the Volunteering Strategy for Perth & Kinross in September with the full support of Perth & Kinross Council and other key stakeholders. In the Strategy we called for all volunteer involving organisations to support the Scotland-wide Volunteer Charter. This Charter takes a clear stance that: 

  • Volunteers should not carry out duties formerly carried out by paid workers; 
  • Volunteers should not be used instead of paid workers or undercut their pay and conditions of service 
  • Volunteers should not be used to reduce contract costs 

The future of library services will be for Perth & Kinross Council, Culture Perth & Kinross and local communities and residents to decide – but we call on all parties to support the principles of the Volunteer Charter and ensure that jobs are protected and respected. 

We encourage local organisations and other stakeholders to familiarise themselves with the Volunteer Charter and Volunteering Strategy for Perth & Kinross whilst supporting libraries in light of these significant challenges.
